Downtime at cutover

Under NDA we joined a partner team building a citizen-facing product for a federal government agency. They owned the Laravel API, a React Native app, and a React operator CMS. We owned the parts that scare everyone: the regulated rails. Three Laravel composer packages — 1LINK 1BILL, NADRA Verisys, and the agency's internal back-office — each with HMAC signing, idempotency, and a Pest suite that replays recorded UAT cassettes so CI never depends on the rails being up.

We also gave all seven repositories one consistent CI/CD pipeline shape and a production cutover playbook with Vault-leased secrets and short-lived mTLS certs. Go-live was a single staged rollout — zero downtime, zero reversals, and a next-morning settlement file that matched our ledger row-for-row.
